i know this was posted a while ago, but just so you know i'm pretty sure if you build up high enough anywhere (like y: roughly 60+) it will start snowing! Then you can use a shovel to get snow balls
To add onto what Ally said, that is true, I have a Lighthouse I am currently working on islands and its roughly at 91, and when it rains it snows up high. Just an Fyi
