Nah. I think it's fine how it is. I don't see anything wrong with having one insane that's easier than all the others, it's a good introduction to the difficulty (I still can't do it lol!)

I think Panda should stay insane. I personally think it's rather difficult and it is a good start for newcomers into the realm of insane maps.

While I understand the reasoning behind wanting to move Panda, I believe that it's fine just where it is. Every difficulty needs a map to transition players. It's just the Lucky Block of Insane, that's all.
