Randomizer and Enchant Book Glitch?

So the Randomizer (the item that changes randomizes the percentages of enchant book the ones in /enchanter) isn't applying to Rare enchantment books. (May or may not apply to others but I've only tried on Rare). I've tried on multiple Rare enchantment books and it doesn't apply to any. Then it comes up with this error message:
"You cannot apply randomizer to this"

Don't know if its a glitch or something.

It might just be a temporary glitch, but you should try the better books, like legendary
