I keep breaking sugar cane and getting no farmer increase. No job xp or money. Any clues why?

Trying to make a trading hub where villagers sit in minecarts in their stalls and for some reason I can't make the villagers get into the minecarts? It seems like they don't want to snap into them no matter how close they are. NVM Figured it out
